Hi,

While I'm not a direct user of OpenBLAS I did notice that a some repos does few
nice things that might be worth looking into

Disable testing during build,
https://git.alpinelinux.org/aports/tree/community/openblas/separate-tests.patch
(might not be applicable in our case)

Use system lapack

https://sources.debian.org/patches/openblas/0.3.20+ds-1/
https://src.fedoraproject.org/rpms/openblas/tree/rawhide

It would also be nice if we could make use of upstream release archvie as
suggested by Porters Handbook (USE_GITHUB section)
