This patch update sysutils/chezmoi to version 2.14.0, and re-enable the
documentation building / installation.
Indeed, documentation was disabled since last PR (bug #262206).

A js file need to be downloaded before port building, to be used by the Python
mkdocs-mermaid2-plugin (since poudriere has no access to the internet).

poudriere testport and portlint: OK
