Upgrade OCaml to 4.12.1 and chase devel/ocaml-* ports

The actual OCaml is too old to build some applications.

4.12.1 is not the latest release, but it seems sufficient for many use cases,
and it is not too disruptive.

All tests pass on -CURRENT / amd64.

Important note: all the PR related to Ocaml ports must be committed at the same
time!
