Downgrade to 21.0.0.

According to the release information of 22.0.0, minimum version requirement of
py-cryptography is bumped to 35.0.

On the other hand current version of security/py-cryptography is 3.3.2. Since
it doesn't meet the requirement, runtime error happens when this port is used
by consumer. So downgrade to 21.0.0 whose minimum version requirement of
py-cryptography is 3.3.

While I'm here,

* Remove remnant of supporting already EoL'ed FreeBSD 11.x.
* Pet portclippy.
* Tidy up Makefile with portfmt.
