Sadly I tore the machine down and did a re-install. I think the cause
may be a special hand crafted NVidia driver package which was built
on current and then dragged over to 13.0-p7. The driver installed 
just fine and everything seemed to work and that included the GLX
extensions.  I say the pkg SIGSEGV only later and it became entirely
repeatable. 

The only difference I could see between current and 13.0-p7 was a 
trivial patch rev change in pkg. 

This is what I saw ( I kept detailed logs ) :
$ pkg query %n\ %v\ %o | grep 'pkg' 
pkg 1.17.5 ports-mgmt/pkg 1646835484
pkgconf 1.8.0,1 devel/pkgconf 1646865452

So I don't see ant real difference here from current.
