Diff to build OpenMPI with Fortran 2008 support

Fortran 2008 has been around since, well, 2008.  It has actually been
superseded by Fortran 2018, and Fortran 2023 is on the horizon.  Building
OpenMPI with modern Fortran seems to be a good idea.
