multimedia/py-metadata-cleaner: update to 2.2.3

Switch from USE_GITLAB to release tarball as per policy.

Upstream changes:

 - New Ukrainian translation
 - Updated Basque translation

Tested with Poudriere on amd64 FreeBSD 13.1, without Poudriere on arm64 FreeBSD
