updates inspectrum to 0.2.3

Update to 0.2.3 which uses new API defined in liquid-dsp 1.4.0

    Support for files with real-valued samples.
    Fix build with Qt 5.15+ (#168).
    Maintain scroll position when adjusting zoom/FFT sliders (#172).
    Tighten transition band when filtering narrow signals (#166).
