patch to update the port to 1.17.0

Update gitea to 1.17.0

This release fixes ten bugs and contains two enhancements.

See also #265526. I suggest committing 1.16.9 first and MFQing it for those
users that would like to stay with 1.16 for a bit longer, then committing this.
