The checksum.sh script will try to fetch the distfiles up to FETCH_REGET times
(defaults to 1, can be overridden in ports that need to fetch from unreliable
master sites).

But this mechanism has existed since 2003, initially in bsd.port.mk. I have not
compared the implementation that existed in bsd.port.mk with the one extracted
to checksum.sh - it is possible that the script covers more cases.
