add promtail & logcli

It doesn't seem to make much sense to put all of these in separate packages.

there's also:

- chunks-inspect
- loki-canary
- migrate
- querytee
- (logcli)

and in clients:

- docker-driver
- fluent-bit
- fluent
- logstash
- (promtail)

should we build these too?
