textproc/man2html: update to 3.1.20220109, change upstream

After this tool has long been unmaintained, Thomas Dickey of
byacc and ncurses fame had started to ship an updated and
enhanced version of the script with his script collection
in 2015.  Switch to that version.

Also, with approval from the previous maintainer, take over
maintainership.

Approval for port takeover has been granted in private communication with
demon@.
Portlint and portclippy have been petted.
Port has been tested with Poudriere on armv7 arm64 FreeBSD 13.1.
