Patch

julia 1.7.1 and early will segfault during the build phase if built with
version 7.81 of libcurl.

the fix is in the master branch upstream  but has not been backported to a
release yet so this patch is nessary to continue building julia.
i have tested this with poudriere testport on 12.2 12.3 and 13.0 and have
reinstalled and use this patch myself and it seems to work fine.
