Unfortunately, I'm not able to reproduce you report (see below). I was trying
on stable/12, but since the message you reported are about bazel's
build-description language, I doubt that this difference is relevant. My best
guess is that some outdated rc-file is pulled in (bazel 5.0.0 is a new major
release, so quite a few incompatible changes happened). Using the
`--announce_rc` option might clarify this. Other than that, I, unfortunately,
have no idea on how to debug further.
