update lang/julia

This update's lang/julia to 1.8.4 and cleans up the Makefile.

Release announced here:

However upstream doesn't produce bugfix version release notes,
noted here:

In the past the commit delta has been used,
so i am providing that here:

Passes portlint and poudriere on amd64 for 12.3 12.4 13.1 and 14-CURRENT,
and i can run it.
