Update to 1.28.0

Update gnustep-make to the latest 1.28.0

I made changes to the Makefile to (mostly) satisfy portclippy.

I have no idea how many projects use this, so it might possibly have a lot of
impact on other projects.
The only ports I tested this with are devel/sope and www/sogo.
