Update to 2.9.0

Update gnustep-make to the latest 2.9.0

I changed the Makefile to satisfy portclippy
Also, since ftp.gnustep.org was unresponsive, I switched to GH for the sources
(same as gnustep-base, actually).

I have no idea how many projects use this, so it might possibly have a lot of
impact on other projects.
The only ports I tested this with are gnustep-base (I will also open a PR to
update that port) as well as devel/sope and www/sogo.
