cloud-init currently depends on devel/py-jsonschema3, so it cannot be installed
alongside other ports which depend on devel/py-jsonschema, which is almost
every other port which requires jsonschema including docker-compose and iocage. 

The version pin for jsonschema was removed from cloud-init in version 21.4 so
we should be able to switch the dependency for the port to the newer one. I
have done so in my local ports tree and it seems to be working properly, patch
is attached. The addition to SHEBANG_FILES was required to get stage-qa to
pass, not sure if that was due to my changes or something missed in the update
to 22.3.
