Patch adding skalibs 2.12.x compatibility to runwhen

The skalibs library used by runwhen removed or renamed all _t typedef because
those are reserved names breaking runwhen. This patch adds support for the
latest skalibs release to runwhen by replacing all occurrences of the renamed
types with their new names.

I would also like to step up as maintainer for sysutils/runwhen.
