Update audio/jack to 1.9.21 release.

This updates audio/jack to the recent 1.9.21 release. Apart from adding a shell
mode to jack_control, this is mostly a bug fix release, and also includes some
of our patches. No need to bump consumers, there's no relevant API changes.

Tested on 13.0-RELEASE, with a number of MIDI and audio clients.

I'm the maintainer, BTW.
