Without py-certbot-apache installed, `certbot` commands work without any
problem.

With py-certbot-apache installed, any `certbot` commands exits with the
following error:

OSError: ctypes.util.find_library() did not manage to locate a library called
'augeas'

Note that augeas and py38-python-augeas are installed.
