1. I've noticed there is a version of libpcap in base. Do we need net/libpcap
specifically?
2. dlls/winevulkan/make_vulkan requires python3, so you should rather add
`python:build` to USES and invoke it as `${PYTHON_CMD}
dlls/winevulkan/make_vulkan` (BINARY_ALIAS for python3 didn't work for me for
some reason).
3. Don't change `$PREFIX/bin/pkg32.sh` to `$PREFIX/share/wine/pkg32.sh`.

> Also, I noticed than enabling mingw introduced some issues when I tried the new build with steam, but that's probably because I accidentally patched linuxulator-steam-utils to work with Proton 7.0 with mingw disabled(which worked flawlessly).
