both host & poudriere jails are freshly minted 13.1-RC2
dtrace is loaded in kernel

On a 13.0-RELEASE-p11:

root@f01 /u/h/dch [2]# dtrace -h
dtrace: -h requires one or more scripts or enabling options

on 13.1-RC2:

root@wintermute /tmp# dtrace -h
dtrace: failed to establish error handler: "/usr/lib/dtrace/mbuf.d", line 1:
failed to copy type of 'm_data': Type information is in parent and unavailable
