PATCH: tdlib 1.7.6 -> 1.7.7

I've hit the issue that telega (emacs telegram client) upgraded to a more
recent version, but it requires to be linked against tdlib 1.7.7.

After a couple of changes to the Makefile, tdlib built, so I shall attach a
diff of my changes.
I don't know whether this breaks builds of telegram-desktop &c. , so please see
this bug report merely as a suggestion to upgrade.
