graphics/povray38: Persistence of Vision Raytracer v3.8.0 Beta 2

Update to version 3.8.0 Beta 2.

Changes to the port's Makefile:
- bump version number and adjust COMMENT 
- don't hardcode the master site

Tested with poudriere on amd64 and i386 12.2-Release-p10.
