As discussed on IRC:

- strip 'Prowlarr is ' from COMMENT
- use ${PORTNAME} for USERS and GROUPS
- Dont use FIND to fix permissions on Prowlarr binary but use INSTALL_PROGRAM
- Remove 'running under dotnet'
