Instead of fetching and using the mono build binary for radarr, use the dotnet
build binary.
This removes the dependency on the mono runtime on the machine.
It also prepares for the next major release of radarr, which will not be
available for mono, but will be dotnet only.

Runs in 'production' on my setup (13.0 AMD64)
