devel/p5-Devel-Cover: add prerequisite p5-B-Debug

CPAN distribution Devel-Cover requires CPAN distribution B-Debug.  For many
years the latter was distributed with the Perl 5 core distribution.  This is no
longer true as of perl-5.30, released in the spring of 2019.  Hence, the
FreeBSD port, p5-Devel-Cover, must now explicitly request B-Debug.

In https://bugs.freebsd.org/bugzilla/show_bug.cgi?id=258350 I submitted a port,
p5-B-Debug, which has been approved and merged into main.  Hence, we are now in
a position to patch the Makefile for p5-Devel-Cover to reflect this change in
prerequisites.
