texlive-base config.log

checking for TeX specific libraries to build...
checking for pkg-config... pkgconf
checking for freetype-config... freetype-config
checking for icu-config... icu-config
configure: error: did not find harfbuzz-icu

harfbuzz was upgraded to 3.1.0 today. I had texlive packages built recently,
but before the icu upgrade, so not sure what to blame.

Discovered when trying to upgrade openexr.
