Nit (minor): there should probably be no solidus at the tail of the path. 

I noticed this after accidental use of uppercase whilst editing 
/usr/local/etc/pkg.conf

There is, debatably, a similar nit to pick with the sample configuration file: 

% grep PKG_PLUGINS_DIR /usr/local/etc/pkg.conf.sample 
#PKG_PLUGINS_DIR = "/usr/local/lib/pkg/";
% 

– however that's out of scope for this port.
