I think it would be better to default to using the target user's language (per
login.conf), and only copy the language from the caller when it's explicitly
specified in setenv (or when keepenv is used).

The fix also doesn't catch the "doas -u bob -S" usecase. Simulating a full
login should always result in the target user's language, but it never does. It
results in either the caller's language, or when that isn't defined it still
defaults to the C locale.
