not tested on aarch64 yet, but should work as we're using the same bootstraps
(yay for stable 1.x language)

I have not changed the default LLVM version yet as 10 is still the global
LLVM_DEFAULT for ports. But now you can build with e.g. LLVM_VERSION=13.
