After installing Drupal 9, the user is presented with the pkg_message.  This
message references Drupal 8:

"Please see http://drupal.org/requirements for important information on
system requirements for Drupal 8."

Expectation:
Since I installed Drupal 9, this should say Drupal 9
OR
This should be version agnostic
