Upgrade to limnoria 2021.11.18

As described in https://bugs.freebsd.org/bugzilla/show_bug.cgi?id=259979
irc/py-limnoria currently does not support Python 3.10.

Support for Python 3.10 has been added upstream (limnoria 2021.11.18).

With the attached patch irc/py-limnoria passes 'poudriere testport' for Python
3.8, 3.9 and 3.10.
