- update 0.14_2 -> 0.15

- add NO_ARCH
- "portlint -AC" says: looks fine.
- "portclippy Makefile" is happy.
- "portfmt -D Makefile" is happy.

- built-in perl tests in a clean poudriere jail say: PASS.
