math/GiNaC: update to version 1.8.1

This patch updates math/GiNaC to version 1.8.1.

Changes are as follows:
- USES: add ncurses and readline, sort the entries
- add TEST_TARGET
- remove REINPLACE_CMDs since nothing was changed


Tested with `poudriere testport` using a 12.2-Release-p9 jail (amd64, i386).
