www/webkit2-gtk3: Re-enable GLESv2 and add an configure option

GLESv2 works fine with Intel and AMD cards (can't test Nvidia)
An option should be added to the Makefile

Tested on:
- LuaKit[www/luakit-devel] and Nyxt[gh:atlas-engineer/nyxt] web browsers
- Intel UHD 630 and AMD Vega 8 graphic cards
- FreeBSD 14.0-CURRENT 1400030 main-20d728b55
