- Update 0.26 -> 0.27

- mark as DEPRECATED
        Upstream has indicated that it is deprecated 
        and no longer suitable for use.
        She recommends to use devel/p5-Moo instead.

- "portclippy Makefile" is happy.

- built-in perl tests in a clean poudriere jail say: PASS.
