net-im/py-matrix-synapse: Update to 1.39.0

This is a simple version bump to update net-im/py-matrix-synapse to 1.39.0.

portlint: "OK" (3 Warnings, none new)
testport: OK (poudriere: 130amd64)
do-test: OK (Ran 1686 tests in 813.101s, PASSED (skips=36, successes=1650))

The resulting package has been running fine in production for the weekend. :)

I should probably add that the update will cause a re-indexing of the events
table in postgres, so a brief increase in database activity is to be expected,
but all of this is included in upstream's upgrade notes.
