Hi,

The 2023Q4 branch has been created. It means that the next update on the
quarterly packages will be on the 2023Q4 branch.

A lot of things happened in the last three months:
- - pkg 1.20.7
- - New USES: ebur128 guile
- - Default version of Mono switched to 5.20
- - Default version of Perl switched to 5.34
- - Default version of PostgreSQL switched to 15
- - New default version for ebur128 at "rust" for most platforms
- - New default version for guile at 2.2
- - New default version for pycryptography at "rust" for most platforms
- - Removed PYTHON3_DEFAULT
- - Chromium 117.0.5938.132
- - Electron-25 updated to 25.8.2
- - Firefox 118.0.1
- - Firefox-esr 115.3.1
- - KDE Plasma 5.27.8, Frameworks 5.110.0, Gear 23.08.1
- - Qt5 5.15.10
- - Qt6 6.5.2
- - Ruby 3.3.0-preview2
- - Rust 1.72.0
- - SDL 2.28.4
- - wlroots 0.16.2
- - Wine 8.0.2

CHANGES entries 20230712 (both) and UPDATING entry 20230906 could be of
special interest.

Next quarterly package builds will start on Tuesday October 3 and
should be available on your closest mirrors few days later.
