The answer seems to be that pkgbase FreeBSD-set-*'s
do not intend to provide subsets of the
development/build environment for the FreeBSD OS.
FreeBSD-set-*'s are not intended to allow all the
configurations that source based build do --or
even all the subsetting that just using individual
non-set FreeBSD-* allow.
Use of FreeBSD-set-*'s is technically optional.
I expect that one could use just non-set FreeBSD-*
packages to build a world that one would then set
up to null mount it into poudriere(-devel) as part of
the jail creation process, a world that is as tailored
as the non-set FreeBSD-* packaging allows. (Even that
is not designed to replicate all the tailoring that
source builds allow.)
It is not a bug so much as a different, more limited
goal for pkgbase configurability as far as I can tell.
Nor is the general issue specific to WITHOUT_CDDL.
There is a lot of potential tailoring combinations.
