Nobody forgot anything.  The kernel packages are not vital.  If you
accidentally delete your kernel, you can simply reinstall it (or another).  If
you don't, you're fine until you try to reboot.  The only packages that are
marked vital (apart from sets, which is a separate discussion) are those whose
removal would render the system unrepairable.
