Yes, 15.1-RELEASE has the same issue. It works because
kmods_quarterly_v0 directory exists for 15:amd64. So at the moment the
best solution is probably to replace $VERSION_MINOR with the correct
number in FreeBSD.conf. Or is this file overwriten?
