Though I'm not sure if it should really be fixed for 15.0...
IIRC, Colin said (in freebsd-stable ML?) that he is planning to move
confiugration information of official pkgbase repository
("FreeBSD-base") to /etc/pkg/FreeBSD.conf in 15.0. But if I make fresh
pkgbase install with latest 16-CURRENT amd64 snapshot iso image (main
20251027 1d100747d747), the information is stil put in
/usr/local/etc/pkg/repos/FreeBSD-base.conf.
