15.0-BETA1 having FreeBSD-base.conf reference base_latest [so stable/15]
and so to need editing seems inappropriate. I wonder if it is just a
bootstrapping issue since base_release_0 did not exist yet and was
being created.

I wonder if 15.0-BETA2 is also that way? base_release_0 exists now. [Not
really a question for vermaden.]
