libz is now in its own package, but libcrypt is not.

there's an open review to move the shell and utilities to a new shell package:
https://reviews.freebsd.org/D53162 -- several container / minimal jail users
have asked for this, for security reasons as much as disk space concerns.

this still leaves non-"utility" executables (mainly /sbin/*) plus a bunch of
libraries in runtime.  i'd like to move these somewhere else, but they can't go
in clibs and there have been several objections to having one package per
library; possibly we might want a "corelibs" package for those?
