I used FreeBSD-15.0-CURRENT-amd64-20250612-e6928c33f60c-277883-disc1.iso to
install base packages, then deleted then installed FreeBSD-clibs-dev.

Installation of FreeBSD-clibs-dev was OK. 

(A separate issue: FreeBSD-clibs-dev-lib32 was automatically removed, not
reinstalled.)

Re: comment #2 I don't expect official packages for 13.
