vaultwarden -> rust and 15.1 in pkg

Looks like vaultwarden has entered another "I will not work with bitwarden
clients in browser" period.

The recommended fix is to upgrade to 1.37 -but pkg 2026Q3 is on 1.36.

Trying to build with USE_PACKAGE_DEPENDS=1 in a jail winds up by needing to
make rust >= 1.98 because ... 2026Q3 is rust on 1.96

I don't want to make waves if this resolves in the Q4 pkg buildout.
