Based on the workaround, this appears to be pkgbase specific: how pkg
is used to generate base packages, with the probable update not being
to ports-mgmt/pkg or its upstream at all --but to (typical path)
/usr/src/Makefile.inc1 instead.

If true, the one line summary should probably identify pgkbase
package generation as the context somehow.
