Unfortunately the pkg build cluster for aarch64 is less powerful than the 
amd64 cluster. So it takes time to build everything.

You can follow the current builds here (and filter on 'arm64'): 
https://pkg-status.freebsd.org/builds?type=package&all=1
The previous 151arm64 build just finished and is syncing to mirrors right 
now.

I'm not involved in running the clusters. So I don't know of a planned 
build shortcut like what happened for amd64.

The other options are:
- wait until the build catches up;
- build the php port yourself, via the ports tree or poudriere.

If you have no experience doing this, please reach out to the mailinglists. 
It isn't that complicated as soon as you get the hang of it.
